There is genuinely never enough money, so there will be people in T Wells who have legitimate things that they would want to spend things on – it’s not just repainting the war memorial – but prioritisation is all of politics.

(I used to live in Wadhurst, where Tunbridge Wells was seen as more or less the same as South Central LA)

It also reminds me of a meeting I had as an official with the econ devt lead in one of England’s richest LAs, with no deprivation and negative unemployment. His complaint: development funding should be spread more equally.
