Imagine Italy took the Chequers approach to refugee redistribution. It would say “every country must take migrants off our hands, and we’ll say how many. You won’t have alternative or any control over the process we use to allocate it and we’ll be the judges
of whether you’ve done enough, for ever. We’ve had a negotiation in Italy about it, now you have to do it.” How would Britain (which has done next to nothing to help Italy) feel about that?
It’s such a lunatic position that even *this* Italian government isn’t trying it, and Italy’s moral claim for support with refugees is far greater than Britain’s moral claim on the single market.

British political-media class seem not to understand, at a deep level, that other countries have democratic politics. They’re treated as plot devices and minor characters in the drama of U.K. politics.
But now U.K. politics is impotent and these minor characters are writing the script, into one where the U.K.’s actions and motivations don’t matter. They can’t understand it. Why are these people not following the script? Why aren’t they listening?
The U.K. turned up expecting Hamlet and is now watching Rosencrantz & Guildenstern Are Dead.

It’s hard to solve problems that you can only indirectly affect, that are deep rooted and dependent on behaviours you can’t control in lives you don’t understand – when everything you do is immediately criticised, legitimately, by political opponents …
When “universal” is the only acceptable service level, but you have to argue with Congress/Parliament for the money, and keep arguing every year for a programme that might take ten years to show results.
It’s no wonder private sector types so often fall on their faces when they step into government.

Options are (a) No – so hard Brexit with all that entails, (b) Yes – so EEA is fine, no big numbers of voters care about ECJ; (c) Yes but only if the government lies about it stopping one day – temporary EEA is fine but get ready for endless arguments.
The problem is that (a) is undeliverable without burning every bridge; (b) raises the question ‘why not stay in the EU and have a say in the rules then’ and (c) means Brexit paralysis continues for ever and I mean yes literally for ever until people choose (a) or (b).
And this is before taking into account the views of the EU27 and EFTA, who probably prefer the UK having a good long time-out in (b), marginally, over the UK staying in with its neuroses intact.
